非常用電源が外れていたのは東電の「メディアコンバーター」（ＭＣ）という装置で、原発の状況を監視する国の「緊急時対策支援システム」（ＥＲＳＳ）にデータを送る。そのデータは、緊急時迅速放射能影響予測システム（ＳＰＥＥＤＩ）に送信、放射性物質の拡散予測に使われる。

　東電によると、事故前の１０年１１月、設備更新工事で、ＭＣを非常用電源につなごうとしたが、ケーブルが短かったため接続できず、その後もそのままになったという。
